Saudi Arabia’s general budget statement for 2025 showed that the Zakat, Tax and Customs Authority (ZATCA) intends to implement a value-added tax (VAT) refund for tourists in the Kingdom from 2025.
According to the statement, this aims to achieve an effective balance between traveler experience and tax compliance.
