Crown Prince Mohammed bin Salman

Crown Prince Mohammed bin Salman launched the Human Capability Development Program (HCDP) in line with Vision 2030.

The program is a national strategy that aims to strengthen the competitiveness of national human capacities, locally and globally, by seizing promising opportunities arising from the renewable and accelerating needs.

“HCDP represents a national strategy to enhance the competitiveness of national human capabilities, locally and globally, to be ready for the current and future labor market with capabilities and ambitions that compete with the world. This is done through instilling and promoting values, and developing basic and future skills, and knowledge,” SPA reported, citing the Crown Prince.

"Because of my confidence in every citizen's capabilities, this program has been developed to meet the needs and aspirations of all segments of society, beginning from childhood passing through universities, colleges, technical and vocational institutes, and reaching the labor market, with the goal of preparing citizens for the future, as this contributes to building a solid economy based on skills and knowledge and with human capital at its core," the Crown Prince added.

The program’s plan includes 89 initiatives to achieve 16 strategic objectives in line with Vision 2030.

The HCDP strategy depends on three key pillars, namely, developing a solid educational base for all citizens, preparing the youth for the future local and global labor market, and upskilling citizens by providing lifelong learning opportunities.

These initiatives include the following:

- Enhancing expansion in kindergartens that will contribute to developing children’s capacities in an early age, and to developing their personal skills.

- Providing the career guidance and counseling initiative for students to join the labor market. This initiative aims to provide students with the knowledge and skills required to map out their personal development plan, which will help prepare them to join the labor market locally and globally.

- Other initiatives aim at upskilling and reskilling citizens through providing lifelong learning opportunities to increase employment rates for citizens and enable entrepreneurs and innovators for the future labor market locally and globally.

- The program will aim to achieve several goals, including increasing kindergarten enrollment from 23% to 90% and placing two Saudi universities among the top 100 universities in the world by 2030.

Through its initiatives, the program will enhance the skills necessary to compete in the 21st century. These will include creative thinking, data analysis and technical skills. It will also enhance emotional and social skills. HCDP seeks to enhance national capabilities competitiveness to grasp the opportunities of the Fourth Industrial Revolution.

The HCDP initiatives will provide vast opportunities that will pave the way for building globally competitive generations.
